Abstract

ABSTRACT The Concept of Sovereignty According to Abul A’la Al-Maududi and Abdullah Ahmad An-Na’im (Literature Study) Tampan Cresna Kurniadinata 35.2014.3.1.0493 It does not argue the country of West or East, the issue of sovereignty is a agreement to all of human for the creation of world peace. However, the problem often appear is the difference of standard and orientation of sovereignty in Western and Islamic version, which later split into two big groups are conflicting. There are different the concept of sovereignty by two figures, namely Abul A’la Al-Maududi and Abdullah Ahmad AnNa’im. Based on the background of study, the author makes the problem formulation that included how does the concept of sovereignty in Islam, how does the concept of sovereignty in Al-Maududi’s thought, and how does the concept of sovereignty in An-Na’im’s thought. In principle, the research methods that will be used is the library research which is a research study conducted by examining and searching the literature, either in the form of books, records, and reports the results of previous studies. And retrieve the data either in writing to be described, so as to obtain an overview and understanding. From the discussion that has been explained in the chapter of this thesis, the author has taken the conclusion that Sovereignty in various languages can be defined as political entity authority. Sovereignty is the supreme authority which not located under the other authority. In the Al-Maududi’s concept on the sovereignty, that the system of sovereignty rights is only belong to Allah. While the people or the Muslim only as a representative or can called caliph. Among the Islamic political principle that differentiate the sovereignty system is making sovereignty in the hands of Allah (syara’). In the An-Na’im’s concept on the sovereignty, that the authority is fully held by the people, Muslims join acting and responsible, freedom is the rights of people, and the system of sovereignty located in the Islamic legislation, then he commanded to reject the other systems that are not sourced from it.
