CREATIVE ECONOMY BASED ON SYARIAH AS AN EFFORT TO INCREASE COMMUNITIES' WELFARE (Case Study at BAPPEDA, East Java Province, 2019)
Abstract
Creative economy has become one of the issues that has great potential to advance and improve the welfare of a nation, in this case the government has the authority and power to control and regulate all economic activities in a region. The government’s strategy in improving the creative economy sector is arranged in accordance with the goals and targets to create a prosperous society. However, welfare in Islam fulfilled when human material and spiritual needs are balanced (multi-dimensional), then all aspects of human life run fairly and prosperously. Therefore the creative economy is present as an effort to increase the economy of community better than before, using ideas, thought, talents, and creativity as its main tools. In Islamic economics, human thought and ideas must still be within the limits of the Sharia that have been set by Allah SWT. This study aims to analyze the government’s creative economic strategy in improving the welfare of the community, especially in the Badan Perencanaan Pembangunan Daerah (BAPPEDA) of East Java Province and also to find out the efforts of regional governments in developing a sharia-based creative economy in East Java Province. BAPPEDA was chosen because it is a government agency tasked for planning regional development plans. Descriptive qualitative research methods are used by the researcher as an approach in this study. Data collection techniques are carried out in triangulation, namely documentation, interviews, and observation. The type of interview used is a structured interview by preparing the questions needed in research before the researcher leaves for the field. The researcher used a obscure or frank observation model in this research, by observing, seeing, and interacting directly in the field. The results of the study indicate that the government’s creative economic strategies are by, 1.Building synergy with pentahelix elements; 2.Synergizing and harmonizing efforts to increase the creative economy; 3.Motivating the spirit and innovation of the community implicitly; 4.Realizing the ”Smart Economy” Program; 5.Collaboration with BEKRAF in creative economic programs. The results of the study also explained that the efforts of the regional government in developing a sharia-based creative economy are by 1. Producing products of the creative economy that is halal and syar’i; 2. Involve sharia institutions into Penta helix elements; 3. Implement the concept of maslahah in creative economic activities. The researcher suggests for the government to estimate the impact and effects of the creative economy program on nature and society, and the utilization of natural resources must not be too excessive, the balance of nature needs to be maintained, and the concept of Maslahah must be the main reference of the community to increase its welfare in the world and hereafter.
