Abstract

As one of the Islamic social funds, Waqf can take advantage of existing technological developments by using crowdfunding platforms to increase waqf acceptance. Crowdfunding applications are growing in leaps and bounds all over the world. With the breath-taking speed with the technology and innovative digital platforms are evolving, the crowd funding models, and the digital based highly sophisticated variegated models are mushrooming worldwide. On the other hand, in the use of crowdfunding, the high level of human dependence on information technology is proportional to the level of risk posed. Obstacles often faced in the implementation and development of sharia crowdfunding are in terms of legality and security. The implications of obstacles not immediately addressed in implementing Sharia crowdfunding can create loopholes for committing crimes and other legal problems. For this reason, the author wants to create a cash waqf crowdfunding model based on blockchain technology to solve the crowdfunding problem. Research and preparation of this model use the Analytic Network Process (ANP) method. Through the interview approach, Focus Group Discussion and filling out questionnaires by the respondents which be processed in the Superdecision software to determine the tendency of respondents to a problem. Respondents were drawn from experts, practitioners and regulators so that respondents with different backgrounds and views would fill in the questionnaire. This method is intended to test the feasibility of a model in waqf crowdfunding. Before that, the researcher will conduct the literature research to build a strong theory in the development and the search for opportunities and challenges in modeling waqf crowdfunding. The result shows that the main problems of cash waqf crowdfunding platform is lack of public literacy of Indonesian society at 0,63, the second is lack of implementation of sharia compliance at 0,52 and the third is the crowdfunding risk still high at 0,45. The best solution offered to overcome the solution of education Indonesian society about cash waqf crowdfunding and technology at 0.63, the second is increasing legal protection by OJK by 0,46, and the third is increasing awareness level on cash waqf crowdfunding by 0,43. Then, the best strategy offered to overcome the problems of the cash waqf crowdfunding platform is to increase security and transparency on the platform by blockchain technology at 29%, the second is increasing literacy and religiousity of Indonesian society at 25%, and the third is optimizing regulations and supervisions both in term of law and sharia at 19 % each. Based on the superdecision application on the research, this study recommends several suggestions, namely as follows: for the financial services authority to adjust regulations related to the national sharia council fatwa, for cash waqf crowdfunding more implementation of waqf core principles standards, and for the national sharia council or Indonesian Waqf Board to issue a fatwa on waqf crowdfunding based on blockchain technology and last future researchers are expected to examine the problem of waqf crowdfunding based blockchain technology
