ANALYSIS OF ZIMBABWE’S LOOK EAST POLICY TOWARDS CHINA DURING THE ADMINISTRATION OF ROBERT MUGABE
Abstract
China’s rapid economic growth allows it to emerge as a new economic power. Through
the Belt and Road Initiative, its optimistic project has provided funding to many countries,
including the Republic of Zimbabwe. Under the presidency of Robert Mugabe, this country
established the ‘Look East’ policy in 2003. However, the foreign policy and national interest
concept highlighted possible mechanisms to explain Zimbabwe’s foreign policy shift. This
research also used Linkage’s theory, focused on its national interests and the leadership of
Robert Mugabe. The author analyzed the causal factors that motivate Zimbabwe’s ‘Look
East’ policy towards China. This study explored Robert Mugabe’s motivations, which
affected establishment of a new policy. The author provided an explanatory qualitative
research to analysis. This research hypothesis that many national and international goals
drove Zimbabwe’s ‘Look East’ Policy towards China. Decolonization and liberation of
Africa from Western intervention are internal factors, as it was the fight against racism and
apartheid. External factors include the country’s experience with British colonization and
sanctions in response to the Fast Track Land Reform Program. Consequently, Zimbabwe
established the ‘Look East’ policy, required the government to rely on Eastern countries,
particularly China. Findings would validate by reviewing the Islamic perspective on
maslahah ‘ammah under the framework of fiqh siyasah
