Abstract

China and Australia are two countries with the largest economic power, particularly in the Asia-Pacific region. One of Australia's main export commodities is agriculture, specifically barley, which serves as a raw material for beer production and livestock feed. China is the largest beer consumer in the world. To meet its needs, China imports barley from Australia as a raw material for beer production. One of the challenges in international trade is unfair trade or unfair trading practices. The most common form of unfair trade is dumping. In 2017, China launched an investigation into Australia, suspecting that it had engaged in dumping practices in its barley exports. Subsequently, on May 19, 2020, China imposed anti-dumping tariffs on Australian barley imports as a protectionist measure. This study aims to determine the reasons behind China's implementation of protectionism by imposing anti-dumping tariffs on Australian barley imports, based on the concepts of Unfair Trade and Protectionism. The research employs a qualitative approach using a case study method. Data collection is conducted through a literature review and secondary data sources to obtain the necessary information. This literature review technique involves gathering data from various sources, including scientific journals, books, websites, e-books, newspapers, and official documents. The study findings indicate that Australia's dumping practices have affected China's barley industry and barley cultivation area. There was a decline in the income of local barley farmers in China due to the influx of dumped Australian barley imports. Additionally, it led to a decrease in local farmers' enthusiasm for barley cultivation, ultimately resulting in a reduction of barley farmland in China. In analyzing China's anti-dumping policy, the study applies Friedrich List's protectionism perspective, particularly the concepts of infant industry, forced capital investment, and national interest. However, this research focuses more on the infant industry and national interest perspectives.
