Abstract

Poverty is a major issue that certainly felt by entire civilizations ever exist. Indonesia as a developing country feel the problem is so severe, although Indonesia is a country blessed with abundant natural resources. Government as the responsible for this problem has implemented several programs for the sake of poverty alleviation. But it seems poverty alleviation programs haven't solved this problem yet. Islam has its own instrument that manages this case known as zakât. Zakát obliges the distribution of wealth from "the have" to "the have not". Ponorogo is one of areas in East Java which has a high poverty rate. But It seems to be nothing to do with them. Even they basically have the right to get a better life than that. LAZ (Lembaga Amil Zakât) Ummat Sejahtera Ponorogo is an eldest non-organization professional institution which operates the collection, management and distribution of zakât, infaq and shodaqoh in Ponorogo. With more than 11 years of experience, supported with a number of muzakki that increases continuously is supposed to be able to solve the problem of poverty in Ponorogo. But yet, there are still many beggars everywhere passing around the city. The purpose of this study is to describe the role of zakât in reducing poverty and measure the effect of zakât utilization by LAZ Ummat Sejahtera in reducing poverty. Respondents used in this study are 25 people selected by LAZ to receive zakât funds in the form of working capital. This study is a field study with quantiative research design, by processing the data gathered from the respondents. This research uses a descriptive approach, taking a case study in LAZ Ummat Sejahtera Ponorogo aimed to make a description of zakât utilization by LAZ Ummat Sejahtera, and its effect on poverty. Poverty indicator used in this research is according to the Central bureau of statistic (BPS); the FGT index that includes Headcount index (Po) which describes the percentage of poor people of population, Poverty Gap Index (P₁) which describes the position of mustahiq upon the poverty line, and Poverty Severity Index (H₂) describing the degree of income inequality among the poor in the population. In addition, an analysis using paired Sample T Test on SPSS to know the difference of income before and after receiving capital aid in LAZ Ummaat Sejahtera zakat utilization program. The results showed the increase of respondent's income after receiving capital aid in zakat utuilization program by LAZ Ummat Sejahtera. This is indicated by the increase in (P1) from -0.999468 to -0.999505. But have not succeeded in reducing the level of income inequality of mustahiq, indicated by the increase of (P2) from 0.998937 to 0.999011. And the results of the Paired Sample T Test analysis showed a significant increase of mustahiq's income receiving capital aid from zakat funds by LAZ Ummat Sejahtera.
