LUBUK NAPAL GROUP PENANDING KARANG TINGGI, CENTRAL BENGKULU Selvia Namira Ahmad 40.2019.328171 The use of river flows in sand mining, can provide jobs for local communities. Fiqh al-bī'ah grew out of the Fiqh tradition which discusses ecological issues due to the emergence of environmental damage, one of which s in the world of sand mining which uses nature as an economic tool for the community. In the last 3 years, the government has been revoked the license for sand mining operations because it is not in accordance with applicable regulations. the researcher wants to review sand mining mechanism that has obtained permission in the concept of fiqh al-bi'ah This research uses a qualitative method with a form field descriptive analysis and summarizes several conditions of various data sourced from book studies on fiqh al-bi'ah. and field with data collection techniques using observation, interviews, and results of documents provided by mining. This research prioritizes inductive analysis of data from a field that is specific a proposition that can be widely generalized. Based on the problem analysis process, the result that sand mining mechanism consists of permits, practices, and impacts as well environmental stewardship management in the CV. Lubuk Napal Group area has fulfilled elements of the concept of fiqh al-bi'ah where hifdh bi'ah is part of kulliyat al-khams. Field observations show a negative impact on the point protecting of life (hifdzu an-nafs), namely making the soil arid and noise pollution. The mining site is far from residential areas.
