THE IMPACT OF PRESIDENT RODRIGO ROA DUTERTE’S LEADERSHIP PATTERN ON THE REPUBLIC OF THE PHILIPPINES WITHDRAWAL FROM THE INTERNATIONAL CRIMINAL COURT
Abstract
The dynamics of the Republic of the Philippines membership in the International
Criminal Court began when President Joseph Ejercito Estrada took the step to ratify the
Rome Statute. The ratification process was stopped by President Gloria Macapagal Arroyo
during her reign. Afterwards, the Rome Statute ratification was successfully completed by
President Benigno Simeon Aquino III on August 30, 2011, and the Philippines officially
became the State Parties to the Rome Statute under his administration. However, on 17th
March 2019, President Rodrigo Roa Duterte withdrew the Philippines from its membership
in the ICC. President Duterte’s leadership pattern is influenced by the Left ideology and
Socialism perspective, uphold equality and anti-discrimination, and synonymous with
violence. By using his leadership pattern, President Duterte is trying to overcome the
Philippines internal threat in the form of the high number of the drug user and dealer
in the Philippines, as well as to overcome the Philippines external threat in the form of
the condemnations that come from the ICC and the Western countries due to the “War
on Drugs” campaign enforcement that aims to overcome its internal threat. This study
is conducted to find out how President Duterte’s leadership pattern impacts on the RP
withdrawal from the ICC. This research is using Graham T Allison’s Rational Actor Model
(RAM) concept, which explains the relationship between the personal character of the
policy maker with his country foreign policy. This research uses the qualitative method
with the descriptive analysis that is formed from the primary and secondary data, obtained
from the books, official websites, journals, interviews, related articles, newspapers, and
other reliable sources. In this research, the author also adds the discussion regarding the
Islamic views that is related to the case study. By using the concept of RAM, the author
concludes that the change of the Philippines foreign policy in the form of the Philippines
withdrawal from the ICC is the rational choice made by President Duterte as the policy
maker based on his perceptions on the ICC, in which his perceptions are created by his
leadership pattern.
