ANALYSIS OF HALAL COMPLIANCE ON HALAL PRODUCT GUARANTEE SYSTEM FOR FOOD PRODUCTION AND SERVING BASED ON THE DECREE OF THE HEAD OF THE BPJPH NUMBER 20 OF 2023 (STUDY AT RASA SUNDA RESTAURANT GARUT)

Abstract
Indonesia as a country with the largest Muslim population in the world has a big responsibility in ensuring the halalness of food products circulating in the community. One important effort is through the implementation of the Halal Product Guarantee System (SJPH) was regulated in BPJPH Decree No. 20 of 2023. This research was motivated by the fact that there are still restaurants that have not implemented SJPH optimally, especially in the production and service processes. Therefore, this study aims to analyze the compliance of the Rasa Sunda Restaurant in Garut with the implementation of SJPH, main focus on the production and service process in accordance with halal determination. The research method use is a descriptive qualitative approach with data collection techniques through observation, interviews and documentation. The object of research is Rasa Sunda Restaurant was located in Garut Regency. Primary data was collected were obtained interview by owner and the parties involved as well as from supporting documents and relevant literature. The data were analyzed using the Miles and Huberman model, which includes data reduction, data display, and conclusion drawing, and the credibility was tested through source triangulation. The results of its research show that Rumah Makan Rasa Sunda maintains the halal status of its products by ensuring that the entire production process, from raw materials to serving, complies with Islamic law. Since only halal materials are used, there is no need to separate halal and non-halal products. The production area is kept extremely clean, with the kitchen being cleaned twice a day using halal cleaning materials. Cooking and serving utensils are also not mixed because there are no haram products in the production cycle. Simple SOP for washing utensils and kitchen workflows are implemented. Supervision is carried out directly by the head chef and owner, who also ensure the halal status of every new material that comes in. Based on the Head of BPJPH Decree Number 20 of 2023, Rasa Sunda Restaurant has met all the criteria of the Halal Product Assurance System (SJPH). This commitment is evident in the separation of halal product processing areas, the use of tools and materials that are free from haram elements, and a clean working environment that complies with Islamic law. Standard operating procedures, from the receipt of raw materials to the serving of products, are also well implemented and documented. This compliance demonstrates the restaurant's readiness for halal certification and moral responsibility. Keywords: Halal Product Assurance System, Production, Serving, Decree No. 20 of 2023.
