Abstract

The development paradigm shift toward empowerment means, not undermine the develop- ment process, but this paradigm aims is to strengthen the development process by involving the community directly in the various development process, namely from the planning, implementation until the evaluation process. The process of empowering more provides the opportunity and the role of the community to participate actively in the development process also to develop and to take the advantage the potential of existing resources. So the society has a position as development actors and not only as the object of development. Like the problem in Mulyodadi village, is one of the villages in Indonesia that has the potential to be developed. This village has the typology of paddy fields especially in the agriculture potential, gayam and eco culture tourism All of these potential can be developed and utilized for the better of economic development of the village. But from the biggest this potential not optimal yet because of the inability of human resources to develop it. This research aims is to know the obstacles and solution on the empowerment of human resources in Mulyodadi village, while the approach of maqhasid syariah concept is to analyze the religious aspect in human resources program in the economic development of the village. This research using qualitative method. In qualitative data collection used interviews, ob- servation and documentation (triangulation). In the determining of sample, the researchers using random sampling techniques. As for qualitative data analysis using analysis qualitative descriptive. The result of interviews and observations, prove that some obstacles while the running of program in empowering the society in Mulyodadi village. Some of obstacles that occurs divided into internal and external factors. The internal factors: First, under communication and interest of society toward the empowerment program. Second, the hardness to develop the society into group system. Third, pessimistic character on some people in the society. Fourth the problem in group administra- tive management. Moreover the economic development strategy from maqashid syariah approach of the hifdz diin and hifdz maal concept, from hifdz diin which take some indicators include the number of masjid, obligatory praying, zakat, hajj, and majlis ta’lim. And aspect of hifdz maal take two indi- cators which is the rate of income and economic growth. These two indicators observed from some development programs in Mulyodadi village. The indicators of hifdz maal conclude that income obtained after holding of empowerment has not been changing significantly. While the indicator of economic growth there is an increasing for economic growth of the village because of some program in Mulyodadi village was running well and can develop the economics of the village. From the purpose of this study, researchers hope that this study can be useful and can be reference for the next research, be an example development strategy for others village left behind, become a guidelines for the government in economic development village, and can open knowledge to the society that they have biggest potential in their village that can be develop for the better economic development of the village.
