Abstract

This study aims to analyze the existence of maslahah in the application of halal certification for street vendors in Bumi Penataran Blitar. Government Regulation Number 42 of 2024 requires halal certification for street vendors starting October 17, 2024. This policy is expected to increase consumer confidence and provide opportunities for street vendors. Therefore, research on maslahah from halal certification is relevant to ensure that Government Regulation Number 42 of 2024 can provide real benefits for street vendors without burdening one party while providing halal guarantees for consumers. This research is expected to make an academic contribution, help develop regional potential, and increase public awareness of the importance of halal certification, especially in the food and beverage industry sector. This study aims to find out and understand the existence of maslahah in the implementation of Government Regulation Number 42 of 2024 regarding halal certification for street vendors in the Bumi Penataran Blitar area, East Java. In addition, this study aims to deeply understand the importance of implementing halal certification for street vendors, especially in providing halal product guarantees to consumers. This study uses a qualitative approach with a descriptive method. Data is collected through interviews, literature studies from journals, books, and other sources of information. The results of the study show that halal certification provides benefits for street vendors, such as increased sales, consumer buying interest, turnover, customer trust, and market expansion. In addition, the people of Blitar responded positively and supported the implementation of halal certification for street vendors. The government is trying to simplify the halal certification process with a free self-declaration program, where the central and regional state budgets bear the cost. Street vendors only need to prepare basic documents for registration. Thus, this study concludes that Government Regulation Number 42 of 2024 provides benefits for street vendors, consumers, and the community. Halal certification is included in the maslahah dharuriyah for the ummah and is a form of obedience to Islamic law. This research still has limited coverage of areas and research objects, so it is hoped that further research can cover other sectors, such as services and cosmetics.
