ANALYSIS OF HALAL ASSURANCE SYSTEMS IN INDONESIA AND MALAYSIA

Abstract
The awareness of consumers, both Muslims and non-Muslims, towards halal food safety is increasing. Halal products circulating in various countries aim to provide legal certainty and ensure that Muslim consumers can consume products safely. Indonesia and Malaysia have globally recognized halal standards through strict halal assurance and certification systems. According to the State of the Global Islamic Economy Report 2023/2024, Indonesia ranks sixth in the pharmaceutical and cosmetics sector, and second in the halal food category, behind Malaysia. Malaysia itself has made significant progress in the global halal industry with international recognition of 84 certification bodies from 46 countries. JAKIM, as Malaysia's halal authority, has set strict standards and conducted comprehensive accreditation. This study aims to comprehensively analyze and criticize the halal standardization applied in Indonesia and Malaysia. This analysis is carried out by examining the halal assurance system and halal certification process in both countries, and highlighting the differences and similarities in the application of applicable halal regulations and standards. In addition, this study aims to provide recommendations for improving the halal certification system and halal assurance standards that are more effective and efficient, so that both countries can strengthen their position as leaders in the world halal industry. This study is based on the analysis of legislative regulations and halal standards, as well as a juridical approach to identify legal rules, norms and procedures applied in Indonesia and Malaysia. The results of this study show that further development in the halal assurance system in Indonesia and Malaysia is needed. Some important aspects that need to be improved include handling products that do not meet halal criteria, developing written procedures related to critical activities in the production process, and implementing a system to ensure the cleanliness and sanctity of halal products. In addition, in the halal certification system, this study found that an increased focus on certification service schemes, the validity period of halal certificates, and setting more proportional certification fees are important steps to strengthen the certification process. Improvements in these various aspects are expected to strengthen halal standards in Indonesia, make it more competitive in the global market and support the sustainable development of the halal industry.
