Abstract

Indonesia has a target to become the center of the world's halal producers by 2024. The growth and development of halal certification in Indonesia is massively encouraged. The halal governance aspect plays an important role in the growth and development of halal certification. However, it becomes a problem when the halal governance system in Indonesia has not fully run well. This fact can be seen from the emergence of various existing problems, including the limited halal budget, the unfulfilled halal product guarantee standards, the weak halal regulations that apply, and the lack of literacy related to halal certification. These problems indicate the weakness of the current halal governance. This condition is an obstacle to efforts to increase halal certification in Indonesia. The purpose of this study is to identify and solve halal governance problems through prioritizing problems, solutions and formulating appropriate strategies. These efforts are constructed through the right halal governance model as an effort to increase halal certification in Indonesia. The strategy of strengthening halal governance is the ultimate goal of this research. This research uses a qualitative method with an Analytical Network Process (ANP) approach which is processed with Super Decisions version 2.1.0 software. ANP was chosen because it can construct models and act as a decision-making system from respondents. The ANP method is able to construct problems, solutions and alternative strategies. The data collection was carried out by In-depth interviews with 7 respondents, consisting of experts, academics, and practitioners who are directly related to halal governance in Indonesia. The agreement value of the respondents is processed using ANP software to determine the priority scale to answer research problems. The results showed that the priority problems in efforts to strengthen halal governance to improve halal certification from the internal and external sides, the first is the limited amount of budget, the second is the lack of literacy related to halal certification, and the third is the weak regulation of halal certification. Then the priority solution to overcome these internal and external problems, the first is to conduct a halal governance management review, the second is to socialize and educate halal certification, and the third is to integrate information systems between institutions to speed up the halal certification process and improve service efficiency. The priority strategy for strengthening halal governance as an effort to improve halal certification is first by establishing cooperation and coordination with stakeholders. Second by increasing the capacity and ability of human resources. Then the third is to supervise the implementation of halal product guarantees. The fourth priority is to strengthen the role of halal inspection agencies. These strategies can be adopted to strengthen halal governance in Indonesia. The implication of this research is an alternative model that can be adopted by policy makers to strengthen Indonesia's halal governance. This study also provides recommendations in the form of strategies to strengthen halal governance to improve halal certification for BPJPH, LPH, the Ministry of Religion and even the government. These recommendations are in the form of increasing human resources, the need for audit control, increasing budgets, developing halal infrastructure and synchronizing and harmonizing halal regulations
